We use data every day to make decisions—from navigating roads with digital maps to checking online purchase reviews. Similarly, data is a critical tool for ensuring Colorado’s education and workforce systems meet the needs of learners and workers.

Right now, Coloradans can use data to answer some questions, such as:
- How many third-grade students are reading on grade level?
- What percentage of students graduate from high school?
- How many students participate in career-connected learning programs like CTE or concurrent enrollment?
- What are the most popular college majors among Colorado students?
However, our current systems can’t answer critical, long-term questions, like:
- What happens to Colorado high school students once they graduate?
- What pathways lead students from high school to careers with livable wages?
- What education programs set students up for financial independence?
- How many workers are available for key industries?
Disconnected data sources across Colorado state agencies limit access to these insights, preventing informed decision-making. We need an infrastructure to connect education and workforce data and make it accessible for learners, families, and decision-makers.
Connecting Data, Empowering Coloradans
Legislation passed in 2024 (HB24-1364) created the foundation to connect education and workforce data for Coloradans. This new infrastructure will empower users to know the value and impact of programs by establishing a state longitudinal data system.
The system will:
Help decision-makers understand the impact of investments
Colorado collects a wealth of education and workforce data, but siloed systems make it difficult to connect the dots between education and workforce outcomes. A modern, independent system will securely connect those data sources, providing for comprehensive information to enable better decision-making and clear insights into program effectiveness, equity gaps, and workforce outcomes.
Allow learners, families, and communities access to critical information
Once complete, this system will make it easier for learners and families to compare education and workforce programs, helping them to make informed choices about pathways that lead to success.
Increase data privacy and security
By designating a single agency to manage the system, this initiative will strengthen security measures and reduce unnecessary data sharing across agencies, ensuring sensitive information is protected.
Be governed by a cross-agency data governance board following national best practices
A dedicated governance board will oversee the system, ensuring that privacy protections remain strong, the system is sustainable, and it’s work stays aligned with its mission and long-term vision.

The Better Data for Better Decisions Coalition unites education and workforce organizations across Colorado to support the development of a relevant, accurate, and user-centered longitudinal data system. Together, we aim to leverage shared expertise across K-12, postsecondary, and workforce sectors, advance a system that reflects the needs of Colorado’s students, educators, and employers, and enhance outcomes and opportunities for all Coloradans.
